Only banks and prequalified persons are allowed to participate in the tender.
The prequalification of persons interested in acquiring the business of insolvent banks is carried out by the National Bank of Ukraine in accordance with a special Regulation. The NBU considers the submitted packages of documents within 2 (+1) month after the submission of the full package of documents to the NBU. The pre-qualified status is valid for 1 year. During this year, the pre-qualified person will have the priority right to review the assets of problem banks and the right to participate in the DGF tenders to be held in case a bank is declared insolvent.
Interested parties may seek advice on this matter from the DGF or the NBU directly.
The DGF does not disclose any information on the list of banks against which the NBU has imposed corrective sanctions. Only after a potential investor is included in the list of pre-qualified persons, the DGF may send such persons information on the possibility of concluding a confidentiality agreement and obtaining access to information on the assets of the problem bank.
Banks do not need to be pre-qualified to participate in tenders, but do not have access to information prior to the insolvency of another bank.
